Chair Randy Herod called the meeting to order at 10:10AM with Roger Fritz, David Davis, Wendy Applequist, Lawrence Wittstruck, Mark Nelson and Christopher McDonald present. Kevin Litten 5 minutes later.
The minutes for the last meeting were not given. Herod presented the treasurer's report, provided by Tim Hird.
Herod reviewed comments received from attorney Michael Lanigan regarding the status of the LPIA, its constitution and bylaws. The executive committee then passed a working bylaw idemnifying LPIA members. Herod will check questions of financial filings and liability of execom members. McDonald will check on liability and bonding issues. A copy of our Constitution and Bylaws will be provided to the Iowa Secretary of State office(if they accept it) and the National LP after any changes at the next convention.
Litten reported on the LPIA web page and the work done by Michael Ryan.
Proposed changes to our Constitution and Bylaws were presented. Nelson will clean up the wording on the proposals and have them available to be voted on at the convention.
The 1999 LPIA convention has been set for May 1, 1999 at the Hotel Fort Des Moines. Nelson presented a proposal for the convention and a marketing plan to get members, lapsed members, and Reform Party members to come to our convention. A plan was also presented for increasing membership via mailings to these persons. A press release plan leading up to the convention was also proposed. The proposed expenditures were approved unanimously.
Nelson and Fritz will work on a clarification of the "none of the above" wording in the Constitution and Bylaws.
Control of the mailing list was discussed. The execom approved having the LPIA mailing list available for sale at a price to be determined at each request. An announcement will be made in future newsletters allowing members to not have their name sold. This policy will take effect July 1, 1999. The mailing list will be made available to members wishing to start a local affiliate or to members who are candidates. The list will be made available at cost with a minimum of $5.
Herod will contact the Michigan LP chair to find out prices for purchasing LP matchbooks aimed at recruiting smokers.
Herod discussed the LP7 convention to be held at the Des Moines Airport Best Western on October 15-17, 1999. Affiliate parties will make up any shortfall on putting on the convention. Estimated cost for a convention attendee will be around $150.
Davis propsed fundraising needs and ideas, with a discussion following.
Newsletter direction was discussed, with such topics as sharing with a larger state, combining with smaller states, and continuing on as we are. Membership recruitment packs were also discussed. Copies of the Minnesota package will be redone, with Iowa updates.
Common software was discussed, with the lowest common denominator, text, being the file transfer of choice.
Fritz will get prices for using a conference call for the next meeting in lieu of a face to face meeting, with results announced via email. The next meeting will then be set.
